This becomes more serious with the great abundance of rats and stray dogs, that take advantage of this situation compounding the mess.

There is an absolute lack of regularity in this essential service.  Although the government has placed large receptacles in some areas of the city, the situation remains unimproved because the bins are not properly serviced. Odiferous, overflowing containers and accumulating waste in the streets represent an enormous health hazard. Compounding the mess and taking advantage of the situation, a great abundance of rats and stray dogs add to the potential for a serious sanitation problem.
